Agree with your comments regarding sin binning of players. You could give the attacking team the choice of putting the opposition player in the bin for 5 mins or taking a penalty if penalised within the oppositions 40m. This would still allow teams like england to gain an advantage from kickers like Wilkinson who can put them over from 45 metres plus but would allow teams with a more attacking bent to chance their arm more against a 14 man defence if given a penalty within the other teams 40m zone.
