A different city/area/country is a different pool of resources. If you need people with special talents and you can't find them around your headquarter you find an area which provides these resources and open an office there.
Also include having a group of people in close proximity with your clients, as well as having people on staff there who are familiar with the culture, practices, and other intangibles required to do your business in the location.
