That's my point - the new party has probably by now a cheque made out to Meo Australia signed by who ever the FC is of the new party.

They're not going to hand over the cheque until they are
absolutely sure every detail of the new J/V has been scrutinized.

That's the reason for the delay.

I once had a pizza shop and my mate Jo had a fish and chips shop. We decided to merge the two businesses together to create one powerful take away shop...this took time much longer than expected...the same time delay is probably happening here.
