To answer your 3 questions in order:
1) I do think they made a mistake, just like MEI.
2) They can never mine that area. They are not grandfathered in with a concession prior to 2006.
3) I just added the arrows. I did not do any overlays, it's from the Brazilian government. It might appear squished until you click the image.
