It seems more likely that they forgot to test for Niobium and Tantalum rather than a duster. If it were a duster, it would have definitely been released to the market by now, as they know delaying the announcement would negatively impact the stock price which is happening now however as couple of you guys spoke to them and they tried to answer your questions instead of running away.
Alternatively, they could have provided an update explaining the delay. It looks like we might all be surprised with POCOS.
