    IMHO when O & G explorers finish drilling a well they use the terminology 'release the rig' to mean drilling is over the rig will no longer be needed at this permit / site
    That is it is ready to go and be used elsewhere - not that they no longer need it and someone else can have it
    Hopefully I am 100% wrong
