Anybody who held before the trading halt should have their rights in their account.
My opinion only. If you are not planning to pay the 28c per right to get a share that is currently worth over 60c, you should either sell them on market - BBGR, or you can keep them and not take them up, and take your chances with what you get paid in the bookbuild for all the rights not taken up. Often there are better prices on market than in the bookbuild - but not always . . . if a big player wants to pay up for them to get a bundle - but this is unusual in my experience. Then again if you only have 2000 rights or some small amount - the commissions might make it better to take your chances in the bookbuild. Alas it is usually impossible to predict the future.
