There is T1 -T3 and settlement to factor in and then it may take a day or two to be on the register.
Possibly a chance of Off market ones being done Monday as settlement could be effected immediately, I think the difference of 10 - 16 Feb is to get the register updated.
Anyway you would not want to leave it to the last minute if you wanted in for the 1 for 7 offer.
