entitlement issue shortfall

    Can someone please help me understand the consequences of this on the underwriter & company?

    The co, attempted to raise over $12.2M, but had a shortfall of over $7.4M so they only raised $4.7M.

    2 questions I have is firstly.... How does this effect the underwriter?

    and secondly.... How does this effect the company moving forward on their attempts to begin underground in August.
