Syd the approvals cover the scope that was put forward. As the project changes and scope widens so they have to re-submit for ammendment/s (upgrade). All potential environmental impacts and aspects need to be consider as the project progresses.

Any company who recieves a works approval like this and then simply files it away to gather dust is asking for future regulator and/or NGO problems.

As Peter also rightly points out they need to have continuing discussions with all stakeholders to ensure they meet the standards required.

Just another sign this company has eyes firmly placed on the ball in their team effort determination to succeed.
