Enviromission has the most competitive Solar Thermal power.
In the docs it mentions 1, and this indicates that 1 tower was in planning for a while. Therfore I rang the company and they CONFIRM 2 solar tower projects at La Paz. (The could not tell me much more than they are quietly confident.) La Paz estimated completion Date 2013.
Note the time frame Sept 14 Pasadena Minutes( 1 tower ) 28 Oct Enviromission Company announcement( 2 towers ).
I know of NO other renewable energy proposal that has doubled like this.
Also of note SCCPA issues their own bonds.

likely increase substantially in the future should SB14 become law in its current form."
Now SB 14 requires 33% Energy to be supplied by renewables by 2020.
