Agreed Oblong, its a MOU, usually non binding and basically an agreement to move on to final agreement stage. As said above without water and rail, there is no coal going nowhere. especially to the Mpumalanga stations which are 500km plus away.
I reckon RES NEMA certificate is of more value, and they are further down the track wirh rail design and access to mainline.
