Things can go wrong as a number of assumptions have been made:-
1) consultants advice not to re refer.... leaves an excuse for that department to say they've received nothing 'current' to even consider... so no approval so far...weeks into the future.... as not even started
2) greens in bed with indpependants and labour federally - would not like to guess which way they jump on environmental concerns ( silly or otherwise ) and under these cicrcumstances delayed decision making is most likely outcome.
It's no slam dunk for October accordingly.
Wish it was.
