Please don't read this as gospel but through previous projects I met and had dealings with people that managed these approval processes for a living. My dealings were based on waiting for their outputs to facilitate my work.
After all that here's my understanding of what happens...
Once the minister signs off generally every other body that is involved in the decision making process (eg. DoIR, the local shire, EPA) are required to provide any comments/objections by a certain number of days after the sign off is announced. If there are no objections then the Ministerial approval is finalised. After that the DoIR and the Commonwealth will finalise their ok's.
Once this has happened then real site works can commence.
