If they were never in power, then they didn't neglect anything! You seem to have an propensity to mention 2 entirely unrelated subjects and try to link them. What do u mean exactly by neglected inland rivers? Be more specific. Are u talking about the depletion of the river systems due to overuse from irrigation, dams, water pollution, what exactly? A carbon policy wouldn't be detrimental in any of those ways so I'm not quite sure what your point is apart from trying to spread vitriol about a party and a subject you know very little about.
