I agree, DB has completed as much prelim as is practical but he is constrained in spending to many $$$ on prep for an un-approved drill.
I hope that is true of the rig availability, by 12/2/21 still looks a bit close to me.
I also agree that funding side of things can be solved but ONLY once NOPTA approval is received.
