The Joint Authority has no set time to make a call. So they can act as quickly or slowly as they see fit.
there is a sunset date which hopefuly motivates KP to make a call. but that also has a pressure release allowance.
I suspect there is probably alot of informal dialog going on which we will never be privy to.
