Just because they are both sent the report at the same time does not mean they need to assess the report at the same time... and in fact if you read the NOPTA protocol in full you would see that the State JA "will advise their written decision via NOPTA to the Commonwealth member of the JA or their delegate, prior to the Commonwealth member or their delegate making their written decision".... So as we can see the State JA informs the Federal JA. So I don't agree for one second that just because the Federal Minister is given the report at the same time that he assesses the report simultaneously.
Furthermore it doesn't make sense that would be the case since the Federal minister probably has multiple reports to assess and some of them have already been approved/rejected by the state JA's in those respective States.
