incapable to make IT happen comes to mind penny. With no insto's or banks on the register, they have no one to answer to, and i bet they are not willing to touch it based on the last 5 years of abilities. until there are serious changes at the top it will just plod along, wages still get paid and someone gets up and goes to the office each day and keeps 'busy'!
