There are milestones for Spacelink, though, slated for Q1 21 (Slide 21 of the 24/11/20 Spacelink Webinar). These include 'Firm customer commitments', customer here is presumably DOD. This is followed by Q2 21 financing commitments.
IMO commitments on this project would encourage a lot of money to be put back into this company.
