Just a note - after reading some of the comments above - that our scoping document doesn't require Public Review (it would have been specifically stated in the Chairman's determination otherwise), it is just our Environmental Review Document that requires public review.

Additionally, the Supplementary Report that was issued alongside VRX's referral has been prepared to the standard of an Environmental Review Document thanks to VRX's pre-referral discussions with DWER and the EPA (which from the Supp Report, date back to August 2019). This should save a significant amount of time in preparing the ERD.

I imagine the scoping document will be a rehash of the intro to the Supplementary Report where VRX address key factors, with a mention of the additional studies to be completed (air quality, carbon emissions, heritage, etc).

Then the Environmental Review Document will largely be the body of the existing Supplementary Report, plus the new studies as further appendices/sections.

Air quality and carbon emissions could be waiting on the plant design from ProjX?

One thing that shouldn't be dismissed is the sheer volume of environmental data collected to date. This is surely the result of years of collaboration with enviros and the EPA - and that, in itself, is very painful work.
