I have to agree with you here that it's out of GBG's control. The issue however being indirectly debated here is the un-businesslike manner the whole process is and just doesn't stand-up to scrutiny. Even a local council gives an ETA to approval you to build a fence if you get my point. Australia is ranked very poorly internationally for this specific reason and clearly is in need of an overhaul.
