Hi Sam, I understand your point and frustration re the Gov't methods and cautions. The EPA has it's funding and staffing issues like every Gov't dept.
The other side of the coin though is when Gov't passes over trust and empowers private enterprise to control and police their own activities, what do we end up with? A global financial catastrophe is one example.
More Gov't intervention would have prevented it and that's what most are blaming the US Gov't for now - not enough control and intervention.
