No way this is getting through the EPA (at this stage anyway), there position has been clear for some time and they have taken a pretty strong stance IMO, (especially considering this area has been mined before).
Very interesting bunfight, there is already a whole lot of "weeping and crying" from Sino and the usual beating of chests and nashing of teeth.
They have other options for blending but nothing like a good bluff.
