Excellent strategic move by management. While the impact assessment on its own may be immaterial, it allows PEH to get its foot in the door with the EPA. When they eventually present their findings from this impact assessment exercise, they will be able to showcase their products as a solution to the key issues that need to be addressed.
With climate change currently at the top of every nations agenda especially after the recent amendments to the Kyoto Protocol, PEH is looking more like it's in the right place at the right time with the right product/service.
