If it’s been waiting since August 2023, then why did the EPA recommend approval of the project in it’s Report 1155;
[01/02/2924 ; Ġabanintha Vanadium Project Assessment]

IE project should be approved subject to the implementation of certain conditions outlined in the assessment!

And why did AVL write in its June 30 quarterly report that the EPA had recommended APPROVAL !!

I agree there appears to be a bit of miscommunication going on but not from AVL!
