There may be an element of bureaucrats 'finding something' to justify their exorbitant salaries to any oversight from Minister(s).
The comments at the end about history from 2019 are unsettling. Two convictions for a large company is never good BUT it operates a multiplicity of sites. A cynic might suggest 'is that all they could find not in conformity with statutes or regulations made thereunder?
