The timing of the ERD publication and the quarterly update suggests to me that environmental approval isn't a CP
The quarterly update released on the 16th October said debt drawdown was expected to happen in November. Hard to think they could have said that if environmental approval is a CP, given the EPA process timings
I'm far less sure about the implications for continued construction and production etc though - could they build the full processing plant and start production under the demo plant approval for instance, providing that they don't process more than the 45k cited in that approval?
