If there are more than one option which is feasible, it would be prudent to list them all and let the project take a natural course as to choosing the best option closer to decision time.
In the case of transport, when crossing borders unfortunately expense is not the only factor to consider. There are intangible risks including security and capability/reliability of infrastructure (ie the rail and road network).
