For instance, the FBI can't grant a plea deal. The deal was done by Trump Secretary of Labor Alex Acosta when he was US Attorney for Southern Florida. He met with Trump lawyers Alan Dershowitz and Kenneth Starr when they worked for Epstein. They used Trump Attorney General Bill Barr's firm, Kirkland & Ellis, to persuade Acosta in some way.
US District Judge Kenneth Marra said the deal by the prosecutor and lawyers (who were all later given jobs by a grateful Donald Trump) violated the Crime Victims' Rights Act.
The Trump guys sealed the testimony of the victims, hid the names of the offenders, and that shut down the state and FBI investigations.
