The board would say a 52cent offer is way under valued and I would agree. The point is an on market cash offer at this price might pick up 10/20% maybe more. With a wide open register 52 cents might be attractive to several investors. Not saying I want it happen but have seen this tactic work before on several occasions. Now might be good time to try as the window could be closing on any future chance of a low ball offer?
