Yes I think you are right unless the JV with GCL in Australia is also involved (or BP or BHP or Woodside or another partner JV?)... Being a modular system I think the logical process if they went it alone would be to phase the expansion by expanding GTL to use gasifier capacity and add gasifiers and GTL modules over time until final scale of 40000 BPD is reached.
