He knows he can get away with it. Germany, beset by a weak, far-left government, won't stand up to him and he knows Merkel will bow down to him.
As Dumah666 said, using the "N" word almost always works. Erdogan knows this and he's not ashamed to use it.
If only the Germans were more like the Japanese. They're not proud of their war crimes during WW2 either, but they've processed that in a much healthier manner, without losing their national pride and their self-belief. Germans have lost both.
