...the FACT is that WEC are extremely overbudget and behind schedule. This does not indicate good management.

I live and work in Indonesia in the coal industry and all i ever hear from clients is "white energy is expensive and a pain in the arse to deal with". Indonesia is a very delicate market and i think WEC just dont have the right people on the ground working in the industry here. This project would have been completed by now if white had a better understanding of the country.

That said i have dealt with people looking for alternatives to WEC's technology and nothing is quite as good YET. If i was White i would make sure we get something happening really soon as its only a matter of time till a cheaper competitor romps in.
