The NITI review does not show potential at all, it's just another layer of the unclear Indian bureaucracy. For one it's a think tank, not a Governing body, and Prime Minister Modi said that states need not submit everything to the Aayog for review. It's a thorough waste of time for an unproven small scale pilot plant.
