Maybe the poor performance is due to the Gastar involvement being old news. According to this article:

Gaster has been intent on utilising Asia Pacific Coal and Steel's brown coal process for well over a year now. This article also explains the big picture as far as Gastar goes here.

I also find this statement in the SMH a bit strange:
"International Power, which owns the Hazelwood power station, yesterday confirmed it had successfully trialled the Coldry pellets as an auxiliary fuel, but stressed APCS had yet to prove its process worked with LaTrobe Valley coal."

Testing the process on LaTrobe Valley brown coal would only involve tipping a truck full of the stuff in the machine. Surely they must have done that by now!!!
