"intense HFT capping"?
HFT stands for High Frequency Trading, so I'm not sure that a stock like MGX that has ~200 trades per day is really on their radars. Go look at the blue chips, which have something like 10,000 to 20,000 trades per day.
To "cap" a stock, all it takes is some numpty either with a big holding (or a big borrow) to plonk it in the offer. I don't understand why you would think HFT has any part in this ... ?
