I think what you'll see is China taking a big chunk of DRC Cobalt since they don't really need to address the ethical issues. I think you'll also see US/Euro buyers just paying more for DRC Cobalt as long as the miners reasonable wages and ensure safety standards... the political instability though is another factor with those wanting guaranteed supply favouring Australian producers.
I think what you'll see is China taking a big chunk of DRC...
