There appears to be IMHO a misunderstanding. Whatever name you like to put on DRC cobalt is irrelevant because nothing will ever change in the DRC nor its largely single buying customer. This is about non DRC cobalt and what western governments are prepared to do to secure the long term (decades) control of various critical minerals. Time will tell how committed they are.
