E*TRADE were not doing things on the 'cheap'. If anything they were doing things above and beyond what was asked of them.

With the acquisition by ANZ, ANZ started to enforce that E*TRADE upgrade and migrate their infrastructure to the ANZ data centre in My Waverley.

E*TRADE would have planned for this move well in advance. Obviously something stuffed up big-time during the move, whether it was testing that was poorly executed or something that was overlooked during the migration. Either way, people should be rest assured that once up and running in the ANZ data centre these sort of issues should be resolved.
