Even if you only trade once a month, paying the fee is far better than losing heaps due to delayed data.
I think it's only 10 trades you have to make each month for the fee to be removed (that's 5 buy/sells).
As far as when to class yourself as a trader, best speak to your accountant, he/she will be able to provide guidelines.
