Slow placing or modifying ordering seems only apply to MCT, not to other shares in my watchlist. I rang them, the answer I got from them was that some people is manually reviewing this stock (and other market movers). It is their duty or else they will get fined.
From people's response here, that is not the case for commsec or st george?
I will ring them again later this afternoon and see what they say.
