Yeah the fund managers who do this nonsense of selling the winners and buying losers are relying on some kind of mean reversion that never happens.... The crap is low pe because it's low growth and not because it's great value and vice versa.
You only need to look at the fund performance of the morons doing this and they usually don't beat the index and often have negative recent returns
