Does eudialyte separation release HF into the air as well as the waterways? Sounds a nightmare!
Putting in air scrubbers sounds expensive.
I cant see any existing plants going to that effort. Can you? Tell me one that will perhaps.
Financially foolish move to separate eudialyte in my opinion.

However, because there are also medium-sized and small plants in China with minimal to no exhaust gas scrubbing, a significant release of HF because of acid roasting and other emissions can be expected. The capacities of the different plant types are not exactly known, because no plant-specific Chinese data are publicly available. It is assumed that exhaust gas scrubbing is installed in all western plants but only in modern Chinese large-sized plants.
