That statement is a little misleading as it's not an apples-to-apples comparison.
"Transmission" and "Infection entering (the classroom)" are both different things.
If kids tested daily and 10% of infections got through but no one wore a mask, could we expect everyone in the classroom to get infected?
But yes masks + testing would be better than just masks
