Something like take as little action as defensible under the guise of no one possibly being capable of foreseeing the next disaster… which can be used to justify approval for emergency use and extortionist pricing via select tender which can then be offset with subsidies.
it’s all about win, win, win… no losers.
mid winter here would be perfect to test roll out of RDT locally in preparation for assisting the other 90% of the worlds population north of the equator get through Dec, Jan, Feb.
