You may be correct in that it's "political"....that is; borne from political rat-cunning.
The Cunning Stunt has seen the writing on the wall (and heard the difficult questions posed by astute journos during morning squark-fests) and has decided to prepare for the coming of the RATs.
Later, when the outbreaks have been quelled by the timely use of RATs, he will be seen front-and-centre basking in the limelight, sagely lecturing all and sundry on how the Government's strategy to "pivot" from PCR alone to PCR + RAT was exactly the right decision at the right time.

And we are meant to regard these creatures as "leaders"?!?

Let's hope that ADO's approval is given by the TGA in record time and that, by then, there are sufficient Eugeni readers and cassettes available to make a difference.
