It is a re-valuation the way I see it. Eur has a project that has been valued at $750M. Actually $1.5B. That currently makes EUR worth $750M or north of it now. However, the next step requires money. EUR has not got the money but does have some when the t's are crossed, and the market has said "until you get the money you are just piiissing wind". EUR is on this pathway and must see it through. The listing makes getting the funding a reality. The market would sooner jump onto the train when it is leaving the station at today's price plus a small premium than wait around at the station at today's price. Once the listing occurs then other players become eligible to invest and it only needs a couple of these players to get the ball rolling.
