    ECB Lowers Benchmark Interest Rate to 0.050%, Cuts Deposit Facility to Minus 0.200%

    This smacks of desperation from Europe's central bank. As I've always maintained; you can't force people to borrow nor banks to lend during an era of deflation. Not even with free money and negative rates.
