@ruskie; what choice do state governments have when the responsible level of government abdicates / messes up its responsibilities?

At every single step along the Covid Way Morrison and his Muppets have dropped the ball; leaving states and territories to do the best they could within the limitations of their powers:

1. Closing of our borders - Morrison & his Muppets granted 650,000 travel exemptions between March 2020 and August 2021.
2. National stockpiles of PPE including masks and ventilators - virtually non-existent until states pressured Morrison to get off his shiny rear end.
3. Morrison refused to fulfil his constitutional responsibility for quarantine - leaving 'temporary hotel quarantined' to persist for two years an counting.
4. The vaccine rollout we were promised only started in earnest after Morrison's gold-standard state of NSW lost control of the Delta Outbreak in July 2021 - by which time Australia was the least vaccinated OECD country on Earth.
5. The $38 Billion in JobKeeper rorts set new benchmarks for what Liberals will allow businesses to do to Aussie Battlers.
6. Constantly changing 'advice' and 'rules' and variable by jurisdiction - what a shambles!
7. RAT testing - requiring people to have RATs they cannot access and even price gouging supported by Morrison. Tormenting older Aussies by telling them they were entitled to free RATs - that don;t actually exist or which commercial providers cannot afford to supply due to the processes Morrison established for them to be reimbursed.
